Internet Explorer shows Page can't be displayed Message ?

I have 4Mbps DSL Broadband Connection of Saudi Telecom Company.It is running on Speedtouch 585 V6 DSL Modem.While accessing internet many times I have to refresh web pages for about 8 to 10 times.But even after refreshing pages many times,the requested website is not opening.There was no such problem before but now it becomes regular problem.How many users can share 4Mbps bandwidth? This DSL Broadband is in the Hotel and approximately 15 Users are connected during working hours.Also is there any command through which I can rectify how many users are connected & how many users are using Internet ???? The Speedtouch 585V6 has 4 Ethernet Ports & 1 Wirelss.So 2-3 Users are connected with Wireless also.I checked speed with ISP.Its OK from ISP.Is there any problem in DSL Line??? What exactly is the reason behind slowing the Internet Browser Speed ???

And did you try using Firefox with the bandwidth analysis plugin ?
